A key trend in this lobbying activity has been attempts by actors associated with the fossil fuel value chain to leverage the COVID-19 crisis to secure both financial support and regulatory rollbacks, with potentially long-lasting effects on efforts to mitigate climate change. At the same time, other actors have argued ‘for the need to maintain climate targets and legislation, as well as to stage a ‘green recovery’.
